The Government of Cape Verde has initiated the development of two key policy frameworks aimed at strengthening digital governance: a comprehensive data strategy for public administration and a national artificial intelligence roadmap. The process commenced with a high-level engagement involving senior government leaders, digital economy stakeholders, technical advisors, and representatives from the European Union.
This move signals a deliberate transition toward a more structured and intelligence-driven public sector. Prime Minister and Minister of Finance Olavo Correia noted that the initiative is part of a wider effort to improve how government institutions operate by leveraging data to guide decisions and enhance service outcomes.
At the core of the reform is the intention to break down isolated systems that currently limit collaboration across public institutions. By building a more unified data ecosystem, the government aims to improve how information is gathered, processed, and shared, ultimately enabling more efficient and citizen-focused service delivery.
In parallel, the proposed artificial intelligence framework will establish guidelines for the safe and accountable use of emerging technologies. The government has indicated that AI adoption will be approached with a strong emphasis on ethics, public value, and long-term innovation within the public sector.
