Headline: Osun Signs Landmark AI Partnership With Flint Bells To Revolutionize Digital Governance

The Osun State Government, through its Ministry of Information and Communication Technology (ICT), has entered into a groundbreaking Public-Private Partnership (PPP) agreement with FLINT BELLS, a leading Nigerian technology and digital innovation company, to build and deploy a comprehensive AI-powered digital infrastructure platform across the state.

The agreement, signed at the Osun State Secretariat in Osogbo, marks a bold and forward-thinking step by the Osun State Government toward transforming public service delivery through Artificial Intelligence and cutting-edge technology. Representing the Government in this landmark deal was the Honourable Commissioner of the Ministry of Information and Communication Technology (ICT), Osun State, while FLINT BELLS was represented by Mr. Adebisi Adedamola on behalf of its Founder and Chief Executive Officer, Mr. Femi Lanlehin, who was out of the country at the time of the agreement.
The platform that will power this initiative is BELLS AI, operating via bells.ng – a proprietary digital intelligence solution developed by FLINT BELLS.

Under the two-year initial agreement (July 15, 2024 – July 15, 2026), FLINT BELLS will design, develop, and deploy a State Digital Intelligence Platform that covers a wide range of government functions, including AI-powered citizen engagement portals, Digital identity and verification systems, Automated workflow systems for Ministries, Departments, and Agencies (MDAs), Centralized real-time data analytics dashboards, Smart service modules spanning education, healthcare, taxation, and transportation, API integrations across government institutions. The platform is designed to support over 500,000 users statewide and will be secured with AES-256 encryption, fully compliant with Nigeria’s Data Protection Regulation (NDPR).

The partnership will be executed in three strategic phases over 24 months, beginning with core platform development, followed by full MDA integration, and culminating in a complete AI systems rollout and optimisation. A joint steering committee will oversee implementation, with quarterly reviews ensuring transparency and accountability.
The system will guarantee 99.5% uptime, round-the-clock technical support, and monthly performance auditing, setting a new standard for technology-driven governance in Osun State.

Beyond government digitisation, the partnership extends its impact to ordinary citizens through the BELLS Initiative, the non-governmental arm of Mr Femi Lanlehin. The Initiative will drive grassroots digital literacy programs, empower youth through innovation hubs, and extend digital access to underserved communities across the state by ensuring that no Osun citizen is left behind in the digital revolution.

A minimum of 500 government officials will also receive structured technical training as part of the capacity-building component of the agreement.

This PPP agreement is widely seen as a catalyst for Osun State’s emergence as a digitally advanced state in Nigeria. By harnessing the power of Artificial Intelligence in governance, the Osun State Government is signalling its commitment to data-driven decision-making, efficient public service delivery, and inclusive technological growth.

The agreement has been duly witnessed by a Commissioner for Oaths from the Osun State Ministry of Justice, underscoring its legal standing and institutional credibility.
