The Independent Communications Authority of South Africa (ICASA) has published the Second Draft of the National Radio Frequency Plan (NRFP) 2025, opening it for public comments after an initial round of consultations on 4 April 2025. This comprehensive plan outlines the allocation and management of radio frequencies nationwide, supporting essential services such as broadcasting, mobile telecommunications, and satellite operations.
Under its legal obligations, ICASA is updating the existing National Radio Frequency Plan (2021) to incorporate the latest global standards, including the 2024 ITU Radio Regulations. The revisions also ensure alignment with regional initiatives like the African Telecommunications Union Spectrum Assignment Plan (AfriSAP) and the SADC Frequency Allocation Plan, promoting seamless coordination across the continent.
Stakeholders are encouraged to provide written feedback on the Second Draft NRFP 2025 by 17:00 on Thursday, 11 December 2025. This step underscores ICASA’s commitment to a transparent, participatory approach in evolving South Africa’s spectrum management framework.
