Egypt Approves $400 Million Investment to Expand National Data Center and Cloud Capacity

Egypt National Telecommunications Regulatory Authority has granted approval for a major data center initiative aimed at strengthening cloud computing capabilities and supporting the country’s expanding digital economy.

The licence was issued to Hassan Allam Digital Infrastructure, allowing it to build and operate advanced data center facilities and deliver cloud-based services across multiple sectors. The approval was announced during a ceremony in Cairo attended by the Minister of Communications and Information Technology, Raafat Hindi.

The project is expected to begin with an investment of around 400 million US dollars, forming the first phase of a larger development plan. The planned facilities are designed to meet international technical standards and will support demand from government agencies, financial institutions, and private sector organisations that rely on secure and scalable digital infrastructure.

Officials stated that the initiative is part of a broader national push to position Egypt as a regional centre for data services and cloud computing. The government is working toward a unified strategy that strengthens digital sovereignty while attracting both local and foreign investment into the technology sector.

According to Minister Raafat Hindi, the development of a strong data infrastructure ecosystem is central to Egypt’s digital transformation agenda. He noted that the country’s geographic location, combined with ongoing improvements in connectivity and infrastructure, provides a competitive advantage for hosting regional digital services.

Mohamed Shamroukh said the regulator is continuing to refine policies that encourage innovation and support secure digital expansion. He added that rising demand for data center licences reflects growing investor confidence in Egypt’s long-term technology outlook.

The project will also be developed in collaboration with A15 and is expected to support emerging technologies such as cloud computing, artificial intelligence, and advanced data-driven applications.

Authorities noted that the approval of multiple data center licences over recent years highlights Egypt’s steady progress in building a competitive digital infrastructure ecosystem. The latest investment is expected to further strengthen the country’s position as a growing hub for cloud services and digital innovation in the region.
