Johannesburg has outlined plans to integrate artificial intelligence into municipal operations as part of a broader digital transformation agenda aimed at improving service delivery and administrative efficiency by 2027.
The vision was presented by Executive Mayor Dada Morero during the city’s 2026 State of the City Address, the final speech of the current political administration. The address focused on Johannesburg’s economic outlook, public infrastructure priorities, and reforms intended to modernise governance systems while strengthening responsiveness to residents’ needs.
Central to the roadmap is the adoption of technology enabled systems that support smarter decision making, faster municipal processes, and improved coordination across city services. The planned use of artificial intelligence is expected to form part of a wider effort to transition Johannesburg toward a more digitally connected and data informed municipal structure.
The Mayor also highlighted recent labour market indicators, noting that the city recorded employment growth during the first quarter of 2026. He further pointed to continued progress in access to essential public services, including water, sanitation, and electricity, while acknowledging the continued importance of strengthening healthcare accessibility for residents dependent on public systems.
On the financial front, Morero pointed to improvements in the city’s fiscal position, including the approval of a fully funded budget for the 2025 to 2026 financial year. He stated that revenue growth and an anticipated operating surplus are expected to strengthen Johannesburg’s capacity to finance infrastructure and improve service delivery. Measures aimed at easing financial pressure on qualifying residents, including debt support initiatives, were also highlighted.
Infrastructure development featured prominently in the address, with updates on water distribution systems, ongoing maintenance work, and energy investments. The city also confirmed progress toward securing international financing to support electricity related infrastructure upgrades.
Looking ahead, city leadership framed digital transformation as a critical pillar of Johannesburg’s long term development strategy. By embedding emerging technologies into municipal operations, authorities aim to build a more efficient, responsive, and future ready urban administration capable of meeting the demands of a growing population.
